Solicitor Permits

Solicitors are required to obtain a permit from the City Secretary's Office prior to going door to door. Each solicitor is issued a badge that is required to be worn at all times while soliciting in the City of Saginaw. Badges clearly identify the solicitor and the organization they represent. Soliciting Restrictions and Rules

The Solicitor must abide by the following rules. Failure to follow these guidelines will result in the license being revoked. The license if governed under City Ordinance #80-17, #85-21, #91-10, #2008-06, #2016-07.

  1. Selling & Soliciting Hours are from 9:00 a.m. to 8:00 p.m. only, from April through October.
  2. Selling & Soliciting Hours are from 9:00 a.m. to 6:00 p.m. only, from November through March.
  3. All persons soliciting must respect the wishes of the citizens of Saginaw.  An overbearing, pushy solicitor will not be permitted to continue soliciting.  
  4. Solicitors must observe NO SOLICITING signs.
  5. No standing in the roadway or median for solicitation purposes.
  6. Solicitor’s Permit Badge must be worn and visible at all times

Violations/Reporting

The City of Saginaw encourages residents to call the Police Department at 817-232-0311 to report solicitors operating without a badge or solicitors that are in violation of the rules listed above. You can also call City Hall to report any violations at 817-232-4640.
