Common Violations

Blocking the Sidewalk
All vehicles shall be so parked in relation to the street and dwelling at right angles and not to extend over any walkway or be closer than eight inches from the back of the curb so they will not obstruct the pedestrian ways. Notwithstanding the foregoing, vehicles parked on residential lots maintaining a primary vehicle entryway in the side yard of the lot, of a length no greater than ten feet, may impede the pedestrian walkway if the vehicle will not fit entirely within the vehicle entryway.

Garbage Violations

High Weeds and Grass
  • Grass or weeds may not exceed 12 inches in height.
  • Property owners and tenants are responsible for keeping their lawns mowed to the edge of the roadway.
  • Violators who fail to comply may have their property mowed by a city contractor and billed for the expenses, plus a $200 administration fee. Non-payment will result in interest-bearing liens placed on the property.
Inoperable Vehicles
  • Self-propelled motor vehicle that:
    • has no license plate or an expired state registration
    • is wrecked, dismantled or partially dismantled or discarded
    • tires on vehicles shall be inflated 
  • Inoperable Vehicles also includes:
    • boat or other watercraft with no unexpired certificate on board of number

International Property Maintenance Code

Nuisances
No owner or occupant of any real property, occupied or unoccupied, within the city shall permit or allow any stagnant or unwholesome water, filth, carrion, rubbish, refuse, yard waste, junk or garbage, litter or impure or unwholesome matter of any kind, or objectionable, unsightly matter of whatever nature to accumulate or remain on such real property or within any easement area on such real property or upon any adjacent right-of-way for streets and alleys between the property line of such real property and where the paved surface of the street or alley begins. Such conditions, without limitation, are hereby defined as nuisances.

Illicit Discharge

Off-Street Parking
  • All vehicles which are parked or stored on private property in residential areas are to be on a monolithic concrete paved surface or a surface of contiguous concrete.
  • Vehicles are to be completely resting on such surfaces from the point they leave the public streets to the point upon which they are parked or stored.
  • All vehicles which are parked or stored in a required rear yard shall be so placed behind a screening partitions of fencing materials or dense vegetation so as to obscure the vehicle from view from a public street.

  • Any vehicle found in violation of this provision must be made operable or moved to an enclosed building within seven (7) days from the notification of such condition existing. All repeat violations which occur at the same address shall be subject to immediate penalties and/or fines as allowed by law.
Outside Storage
Outside storage is prohibited on property within all residentially zoned districts and on property used primarily for residential purposes, including multifamily property. Open storage of the following items is prohibited:
  • Merchandise for sale
  • Building materials
  • Trash cans, trash containers, including trash bags, and recycling containers
  • Inventory or supplies for a business
  • Chemicals and supplies
  • Yard swing sets, waterscapes, children's playground equipment and toys
  • Furniture, barbeque grills, including smokers, ice chests, and pet kennels
  • Appliances and other items not designed or intended for outdoor use
  • Lawnmowers and other lawn care equipment.
  • Tools
  • Boxes, bins, barrels and buckets
  • Motor vehicle parts and accessories; including, but not limited to, engines, transmissions, electrical equipment, suspension parts, tires, hubcaps, and other motor vehicle parts
  • Unattended motor vehicles stored on jack stands or otherwise lifted from the ground or surface
