Matt began his environmental career in 2004 as a Water Treatment Plant Operator and a Water Resource Technician for the City of Arlington. In December 2007, he joined the City of Saginaw as an Environmental Specialist and was promoted to Environmental Manager in October 2018. In 2022, he also took over the Drainage Department. Matt is an exceptional professional who goes above and beyond his current position to assist other departments whenever needed. He continues to be an integral part of Public Works.

Matt holds a degree in Environmental Technologies and has several licenses and certifications, including Certified Public Manager, Class C Surface Water Treatment Operator, Class III Wastewater Collection Operator, and Customer Service Inspector. He is also a Certified Inspector of Sediment and Erosion Control and ICC Plumbing Inspector. Matt is an active member of several associations, including the International City Managers Association (ICMA) and the American Backflow Prevention Association (ABPA).

As the Environmental/Drainage Manager for the City of Saginaw, Matt leads a team of professionals in managing multiple municipal programs that ensure the protection and conservation of water resources and the environment. His core expertise includes directing, coordinating, and overseeing various aspects of environmental compliance, regulation, inspection, sampling, and enforcement for programs such as TPDES, MS4, SWPPP, Industrial Pretreatment, Cross-Connection Control, and Water Conservation. Matt also manages the Drainage Utility program, which involves maintenance, planning, and construction of drainage facilities, as well as floodplain and erosion control.

As a former resident, Matt is passionate about delivering quality service to the City and its current residents, while ensuring adherence to all federal, state, and local standards and regulations.

Glenn Reeves is a dedicated professional with a remarkable 25-year journey at the City of Saginaw. His career commenced in 1998, as a 16-year-old part-time seasonal employee during the summer of his Junior year at Boswell High School. Throughout the years, Glenn has navigated through diverse city departments, leaving his mark on streets, parks, water/sewer, and currently, the Environmental Department.

Glenn is more than just a seasoned employee; he's a licensed expert. His extensive qualifications include a Class III Wastewater Collection Operator, a Class C Water Distribution Operator, a Backflow Prevention Assembly Tester, and a Landscape Irrigation Inspector. These licenses stand testament to his proficiency and commitment to excellence.

In his current role within the Environmental Department, Glenn undertakes a spectrum of responsibilities. From meticulously managing the City Cross-Connection Program to overseeing the FOG Program, addressing Water Conservation concerns, and coordinating Stormwater activities, Glenn is a pivotal force in ensuring the city's environmental initiatives thrive. His collaborative spirit extends to assisting various departments and volunteering for numerous committees within the City of Saginaw.
