Gabe Reaume has served the City of Saginaw, Texas, as City Manager since January 2018. He previously served the cities of Denison, Texas, and Sugar Land, Texas, in several different capacities. Gabe began his public service career with the City of Denton, Texas, in the Budget Office as an unpaid intern and eventually was awarded a paid internship through a competitive grant program.

Gabe was raised in rural Michigan and has longstanding family agricultural roots. He earned a Master of Public Administration degree from the University of North Texas, where he serves on the Public Administration Alumni Board. Gabe met his wife, Cori (a fellow UNT MPA alum), at a Texas City Management Association conference several years ago. Cori serves in City Management. They have four school age children.

Gabe is an active member of the Texas City Management Association and International City/County Management Association. In the spring of 2019,Reaume served as a visiting US Professional Fellow to support local governments in the Southeast Asian nation of Myanmar.

Ms. England came to the City of Saginaw in September of 1982 as Assistant Bookkeeper/Planning and Zoning Board Secretary. In February of 1988 she became Administrative Secretary/Personnel/Assistant City Secretary/Industrial Revenue Board Secretary and City Council Secretary. She was responsible for all agendas, minutes, resolutions, ordinances, correspondence for City Manager, Mayor, and City Council, as well as payroll and personnel files and related issues. During this time she was involved in the preparation of the City’s Charter, the first Personnel Policies Manual, and initial Codification of City Ordinances. Following the birth of her son, she took a leave of absence from June 1993 to May 1995. In June 1995, Ms. England returned to work as a Court Clerk/Counter Assistant. Her responsibilities included entering all tickets issued into the Municipal Court computer system; handling court related telephone calls and customers; assisting at the front counter with new move ins, permits, ticket receipts, and general information. In June 1996, she was promoted to the position of Administrative Technician/Water Billing Secretary. She was responsible for all residential and commercial water billing; issuance and tracking of all water and sewer work orders; all new move ins, move outs, transfers, and complaints, as well as the preparation of the City’s daily bank deposit. In November 2008, Ms. England was appointed Assistant City Secretary and in February 2009 was promoted to City Secretary. She serves as Records Management Officer and also as Administrative Assistant to the City Manager. Also serves as Secretary for the Crime Control and Prevention District Board, and the Industrial Revenue Board. She is responsible for the preparation of all agendas and information packets for the Council Meetings. She prepares and maintains all City council minutes, resolutions, and ordinances; coordinates board appointments; handles all public information requests; issues solicitors’ permits and alcoholic beverage permits; maintains bid files and publishes legal notices as necessary. She also maintains the City’s filing system; inventories records and maintains record retentions schedules for all City records and schedules records for shredding as appropriate. RESPONSIBILITIES: The city secretary is responsible for recording and maintaining the City Council agendas, minutes, ordinances, resolutions, and other official city records. Greg Clayton is the Director of Information Technology for the City of Saginaw. Greg is responsible for providing continued development of an innovative, robust, and secure information technology environment throughout the city. The primary responsibilities for this position encompass a wide variety of issues including resource allocation, information technology protocols, and overseeing technical projects. The Information Technology department provides support for city staff including Police, Fire, public works, administrative systems, and client support systems. Greg has been with the city for 15 years and before that worked for IBM.

Kim started with the City of Saginaw in 2012 as the Assistant Finance Director/Budget Analyst. She was promoted to Finance Director in 2018.She has a BBA/Finance from the University of Texas. She has worked in the Budget Office of the City of Grand Prairie, Texas and the Finance Department of the City of West Palm Beach, Florida.

Department Description:

The Finance Department manages and accounts for the City’s financial resources. The department prepares and monitors the annual budget, invests city funds in compliance with the Public Funds Investment Act, and is responsible for debt administration, fixed asset accounting, unclaimed property, and financial reporting. The Finance Department includes: Accounts Payable, Cash Management, Municipal Court, and Utility Billing.

Mr.Spears began his employment with the City and his professional career in firefighting in October 1995. Prior to becoming a career firefighter he served as a volunteer for approximately two years in the department while attending the fire academy and emergency medical service training. After serving six years as a firefighter-paramedic with the department, Mr. Spears was promoted to Fire Lieutenant and was responsible for performing and supervising shift duty personnel in fire suppression, rescue, fire prevention and emergency medical service activities. In October 2006, Mr. Spears was promoted to Captain – Fire Marshal and was responsible for assisting the Fire Chief with overall management and operation of the department. Serving as the Fire Marshal, Mr. Spears was directly responsible for Fire Code application and enforcement, fire prevention activities, fire and explosion investigations, life and fire safety education, Emergency Management activities and assisted with overseeing the routine and emergency activities of the department involving fire suppression, rescue, emergency medical services and training. In October 2010, Mr. Spears was promoted to the position of Fire Chief. Chief Spears directs and leads a department of 27 paid personnel and is also responsible for management of the Tarrant County Fire Alarm Center located at fire station one. Chief Spears is currently a first year student of the two year Texas Fire Cheif Academy. Mr. Craver began his employment with the City and his professional career in firefighting in January 1993. Prior to beginning his professional fire service career he served the City as volunteer firefighter for approximately 6 years. Mr. Craver attended the fire academy and received his emergency medical service training at the early age of 18.

After serving 9 years as a firefighter–paramedic with the department Mr. Craver was promoted to Fire Lieutenant and was responsible for performing and supervising shift duty personnel in fire suppression, rescue, fire prevention and emergency medical services. In October 2004, Mr. Craver was promoted to Fire Captain overseeing the department’s Operations Division and was responsible for assisting the Fire Chief with overall management and operation of the department while being directly responsible for training, fire suppression, medical services, rescue and hazardous material response.

In 2011 Mr. Craver’s title was appropriately changed to Division Chief continuing to oversee the department’s Fire and EMS Operations Division. Division Chief Craver is also responsible for operational management of the Tarrant County Fire Alarm Center located at fire station 1.

Ellen Ritchie was born and raised in North Texas. She was a bookworm from the time she learned to read, and started volunteering in libraries at age 9. After graduating from Texas Tech with a BA in History, it made sense to turn a lifelong love for books, reading and libraries into a career. She started working as a circulation clerk in a public library, and earned a MS in Library Science from the University of North Texas. After 9 years at the library in Sachse, Texas, she joined the team at the John Ed Keeter Public Library in Saginaw as Library Director in 2015.

At the Library, Ellen supervises the staff, handles administrative tasks, chooses new books for adults, plans programs for adults and families, runs the book club, serves on the board of the North Texas Library Consortium (our network of 14 area libraries), interacts with the Library Board and the Saginaw Library Boosters, troubleshoots problems, plans for the future, and is always looking for ways to improve library service.

When not working (or reading), she loves movies, baseball, coffee, Texas history, art, cooking, and spending time with family. She makes her home in Saginaw and loves being a part of this community.

 Unknown Image Chief Russell Ragsdale has more than 30 years in municipal law enforcement service, holding positions of Police Officer, Detective, Sergeant, Lieutenant, Captain and Assistant Chief of Police. He is a graduate of the Bill Blackwood Law Enforcement Management Institute of Texas: Leadership Command College and the Command Staff Leadership Series, and is a graduate of the FBI National Academy in Quantico, VA.

Chief Ragsdale hired into the Saginaw Police Department in February 2009 at the rank of Captain, supervising the Police Operations Division. He transitioned to the Support Services Division, which includes Criminal Investigations, Communications, Community Services and Professional Standards in 2013 and promoted to Assistant Chief of Police in April of 2019.

Prior to his time with Saginaw, Chief Ragsdale served the Haltom City Police Department for nearly 18 years. At the time of his leaving, he served as Lieutenant of Police Operations (Patrol, Criminal Investigations, and Traffic) and Commander of the SWAT team. Other areas of service in Haltom City included Professional Standards, Community Services, Criminal Investigations, Crime Scene Search, and Patrol.

Chief Ragsdale holds a Master Peace Officer, Instructor, and Firearms Instructor certification from the Texas Commission on Law Enforcement, and earned his Master of Science in Applied Criminology from Texas A&M- Commerce in 2018.

Assistant Chief Brandon Badovinac began his law enforcement career with the Saginaw Police Department in 2005.  He has held positions of Police Officer, Detective, Corporal, Sergeant and Lieutenant during his more than 16 years with the department.  In 2019 he was promoted to Lieutenant of the Support Services Division, which includes Criminal Investigations, Communications, Community Services and Professional Standards.

Matt Regan started with the City of Saginaw in December 2007 as the Environmental Specialist. He has a degree in Environmental Technologies and a Class C Surface Water Treatment Operator license. His responsibilities as the Environmental Specialist include implementing and maintaining the City’s Municipal Separate Storm Sewer System (MS4) General Permit issued by the State of Texas, Industrial Pretreatment, Cross-Connection/ Backflow, Grease and Sand traps, Water Conservation, as well as many other tasks. Matt grew up in Saginaw and spent five years in the U. S. Army. After being honorably discharged from the Army, he moved back to the area. He is now married with two children, and while he no longer lives in Saginaw, his roots remain.

 Unknown Image Keith began his professional career after graduating from college in 1992 as the Recreation Coordinator for the City of Haltom City. In 1993, his career moved to the City of Bedford where he held several positions: Athletic Coordinator (1993 to 1995); Recreation Superintendent (1995 to 1999); and Communications Director (1999 to 2004). Keith started working with the City of Saginaw as Director of Recreation in February 2004 and Director of Community Services in 2005. On February 1, 2020, Keith took on a new role of Director of Community & Economic Development as well as continuing his previous duties. 

Keith’s responsibilities include the management and direction of 70+ full, part-time and seasonal staff. He manages the following divisions: Economic Development, Community Development, Animal Services, Recreation Services (aquatics, special events, recreational programs and camps, adult athletics) Senior Services, Beautification, Communications (Website, Marketing/Advertising, Social Media, Newsletters) and Janitorial Services.

Document (18)Vickie Weldon has been an employee of Saginaw, Texas for 27 years. She began working for the city in 1994 when she was hired as a contracted art teacher.  In 2000, Vickie took a position of playschool teacher for the Bringing Learning and Stories Together (B.L.A.S.T) program.  After teaching B.L.A.S.T for 14 years, Vickie moved to the Saginaw Senior Center in a part-time position. The city quickly recognized that the Senior Center program was not only growing, but thriving, as a result of Vickie’s creative imagination and conceptual ideas.  She was promoted to full-time Supervisor of the Senior Center.

In 2015, Vickie was named Saginaw Employee of the Year for her work at the Senior Center. In 2018, Vickie was hired as the Recreation Services Supervisor in the Community and Economic Development Department where she took on the responsibility of various recreation and community programs, contract employees in the recreation department, and the children’s summer camp program. Vickie also manages the Saginaw Aquatic Center and the operation, upkeep, and rentals of recreational facilities across the city.

The city of Saginaw opened The Switchyard Food Truck Park in 2020 and chose Vickie to be at the helm as Managing Director. Vickie has helped The Switchyard grow from the ground up to be an immersive and successful place for Saginaw patrons to enjoy. 

Vickie is married, has three daughters and has proudly called Saginaw her home for over 35 years. In her spare time, Vickie enjoys time with her family and pets, walking, and reading.

Vickie has grown alongside the city of Saginaw, from her beginnings as a contract employee to her position as Recreation Services Manager.  Her deep connection with the city of Saginaw drives her dedication to excellence daily. With a smile on her face and leading by example, Vickie exemplifies Saginaw’s PRIDE (Professionalism, Respect, Integrity, Diversity, and Excellence) values and is proud to serve the city she loves.
