Government
The City of Saginaw was incorporated in January 1949 and operates under a charter adopted in January 1988. Saginaw operates under the Council-Manager form of government, with all legislative and policy-making responsibilities vested in the City Council and all administrative responsibilities vested in the City Manager. It is the residents, working through the City Council; however, who set our priorities and help us identify issues for long-term planning that will ensure our quality of life is maintained.The City Council and our city employees are committed to providing quality services and to making Saginaw the "City of the Right Track."
